The Independent Review is gathering input from Island residents to inform its findings and recommendations. Areas for Review
The Independent Review's work will consider IRAC's mandate and operations as a whole, with particular attention to three areas:
Energy and utility regulation
including rate-setting processes, capital expenditure review, transparency, and ratepayer protection.
Lands Protection Act administration
including recommendation processes, timelines, consistency, and administrative transparency.
Governance and
organizational structure
including IRAC's role as a quasi-judicial appeals tribunal, independence safeguards, organizational design, and public accessibility.
As a tribunal, IRAC administers a range of regulatory, and appeals functions broader than any comparable body in Canada. The Independent Review will benchmark IRAC's structure and practices against similar regulators and tribunals in other provinces and territories, looking at the efficiency and effectiveness of different models.
